For Formal Entries (value over $2,500): The MPF is 0.3464% of the declared value of the goods, with a minimum fee of $29.66 and a maximum fee of $575.35.

4. Harbor Maintenance Fee (HMF)

This fee applies to ocean freight imports.

Rate: 0.125% of the value of the commercial cargo shipped through identified ports.

5. Additional Duties

Depending on the product and current trade policies, additional duties such as anti-dumping or countervailing duties may apply.

Calculation Example

Let’s say you’re importing $5,000 worth of electronics from China:

HTS Code and Duty Rate:

Assume the HTS code is 8517.12.00 for cellular phones with a duty rate of 0%.

Merchandise Processing Fee (MPF):

MPF = 0.3464% of $5,000 = $17.32 (Since it’s above the minimum, this will be the fee).

Harbor Maintenance Fee (HMF):

HMF = 0.125% of $5,000 = $6.25

Total Estimated Fees:

Duties: $0 (due to 0% duty rate for the assumed product)

MPF: $17.32

HMF: $6.25

Total: $23.57
